New build or resale in Bosnia? What to check in each case
A new flat and a resale house differ in paperwork, tax and risk. A clear checklist for each.
The question is not which is better but which suits you. What matters is knowing what to check.
New build from a developer
Advantages: modern construction, better insulation and heating, lift and parking. What to check:
- The building permit (građevinska dozvola) in the developer’s name, for the same plot.
- The use permit (upotrebna dozvola) after completion — registration is not complete without it.
- Whether the flats are registered as separate units in the land registry.
- If buying off-plan: payment schedule, handover date, and what happens on delay.
- The developer’s record — visit an earlier project.
The first sale of a new property is usually subject to VAT, included in the price, while a resale carries transfer tax. Ask the notary which applies to yours.

Resale property
Advantages: you see exactly what you buy, an established neighbourhood, and often more land. What to check:
- The land-registry extract: owner, mortgages, notes.
- Is everything that is built permitted and registered? Unpermitted additions cause problems.
- Roof, damp, installations and type of heating.
- Utility bills paid up.
- If there are heirs: everyone signs.
Bottom line
New is easier to maintain; resale is clearer in what you get. Either way: documents before deposit.
